A New Horizon for Remote Medical Care

Telemedicine in Uruguay.

The Ministry of Public Health (MSP) has taken a firm step towards consolidating telemedicine as an essential tool for remote medical care, with the recent publication of an ordinance that establishes the requirements for its provision (“the Ordinance”). The Ordinance aims to ensure that telemedicine services meet high standards of quality and safety, thus improving accessibility to medical care for patients.

The Ordinance provides that the MSP issues an express and official recognition to health providers authorized to offer telemedicine services. To obtain it, institutions must submit a sworn statement signed by their technical director, which certifies compliance with the current legal and administrative requirements. They must also specify the establishments where these services will be provided, which must be authorized or in the process of being authorized by the MSP. Once all the requirements have been verified, the MSP must issue a unique recognition certificate for each provider.

The Ordinance has also created a national registry of telemedicine providers, integrated into the Single Health Services Registry System (SURSS). This registry would allow for continuous and updated monitoring of the services offered, in order to strive for permanent compliance with current regulations.

The Ministry may suspend or revoke the recognition granted in the event of non-compliance with the regulatory requirements.

In short, a new step on what seems to be a path of no return: telemedicine and innovation in the health system.
